Rasuah merupakan suatu jenayah atau kesalahan undang-undang dimana seseorang mendapat kebebasan, kontrak atau keistimewaan (favours) dari pihak berkuasa atau sesebuah syarikat selepas memberi wang, hadiah, keraian kepada pihak-pihak tersebut. Menurut Badan Pencegah Rasuah Malaysia terdapat empat kesalahan rasuah yang utama:
* Meminta/Menerima Rasuah
* Menawar/Memberi Rasuah
* Membuat Tuntutan Palsu
* Menyalahguna Jawatan/Kedudukan
Pemberian rasuah jika tidak dibendung akan mengakibatkan banyak masalah sosial kerana undang-undang tidak akan dipatuhi dengan sepenuhnya. Maka kegiatan jenayah dan ketidakadilan akan berleluasa. Rasuah di kalangan penguatkuasa adalah perkara biasa di kebanyakan negara pengeluar petroleum dan negara miskin terutamanya di Amerika Latin.
